                         Divisions 1 - 8

 

    CCL Rule 17.   MATCH PLAYING CONDITIONS  -  General

               
To be read in conjunction with Rule 19 - Higher Tier - County One  (below)
                                                  and/or   Rule 20 - Intermediate & Standard Tiers as applicable
(below) 

      17.1.1       All matches shall be played under the MCC Laws of Cricket except where CCL Rules state otherwise.
17.1.2       All Directives from the ECB shall be binding in all League Competitions (see Section F – Appendix:36)
17.1.3       Any clarification to interpretation of the Laws of Cricket shall firstly be referred to the Cornwall Cricket Board
                and thereafter, the MCC, for settlement. 
17.1.3.1                 In all other matters, the decision of the umpires shall be final.

      17.2     Schedule

      17.2.1       All league matches must be played on Saturdays and three Bank Holiday Mondays unless clubs concerned
                      mutually agree on another day of the week.

       17.3     Fixtures

      17.3.1        The clubs in respective divisions shall play each other home and away, in accordance with fixtures as
                       compiled by the LMC. 
      17.3.2        Clubs may have no more than 4 teams participating in the CCL in any season.
      17.3.3        Clubs with more than 2 teams in the CCL must have 2 grounds available on Saturdays and Bank Holidays
                       throughout the season.
      17.3.4        In divisions containing 8 or fewer teams, they shall play each other three times during the season. 
      17.3.5        If a club fails to fulfil a fixture for reasons other than weather or condition of the ground, the Disciplinary
                       Committee shall award 20 points to their opponents.  
      17.3.5.1                 Undisputed claims to be sent to the Results Secretary of the respective section.  Rule 27(i) applies.
      17.3.5.2                 If no dispute, both clubs to advice the Results Secretary.
      17.3.6        Where a team fails, on three occasions in a season, to fulfil a fixture for reasons other than weather or ground 
                       conditions, the team shall also be relegated at the end of the season or, if in the lowest division, be required
                       to seek re-election to that division in accordance with rule 11.2.
     
17.3.7        A visiting club, cancelling a match on the day of the fixture, shall pay to the home club, within seven days,
                       compensation for teas.  See ruling 9.3

       17.4    Players and Selection

      17.4.1        Players of contesting teams who do not arrive on the ground until one hour or later after the scheduled time
                       for commencement of play, shall not be allowed to take part in the game, except under exceptional
                       circumstances when permission is granted by the opposing captain.
      17.4.2        A player arriving after commencement of play must report to one of the Official Umpires.
      17.4.3        A club, having three or more players selected and available to play for the County on a day on which a
                       League fixture has been arranged, may re-arrange that fixture in accordance with Rule 17.6.1.
      17.4.4        For scheduled matches when two or more teams are representing a club, the club is in order to select players
                       as they see fit, providing such selection does not contravene Rule 17.4.5 and sub-sections thereof.
      17.4.5        Clubs are reminded of undertaking not to play regular member(s) of higher division team(s) in a lower division
                       team.  Such player is defined as one who has played 75% or more of the games at a higher level during
                       the current season
.
     
17.4.5.1                Clubs are on their honour not to abuse the system in an attempt to prejudice a result which could
                                  determine promotion or relegation.
      17.4.5.2                A player mutually agreed by both Captains before start of play, irrespective of previous status shall
                                  be exempt.
      17.4.6       In event of serious breach of above undertaking, the Disciplinary Committee may, at its discretion, award or
                      deduct points; impose a fine or, all three.

        17.5     Weather and Ground Conditions

      17.5.1       There shall be no re-arrangement of matches due to weather or ground conditions.
      17.5.2       Refer to 18.4 (for Premier League) or 20.3 (for other Divisions) regard cancellation of matches on
account
                      of  weather or ground conditions.
     
17.5.3       In matches where official umpires are not appointed, the captains to decide if play is to start, re-start, be
                      suspended or match abandoned.
    
 17.5.3.1                 Weather, light and/or fitness of ground shall be only criteria in making such decision.
      17.5.4       In event of suspension of play due to rain, covers, if available, should be placed on the wicket until rain ceases.
      17.5.4.1                Should home club fail to do in within reasonable period of time, the umpires shall report the matter to
                                  LMC for action, as considered necessary.
      17.5.5       In matches abandoned by appointed umpires due to dangerous state of pitch and/or reasons other than
                      weather, the home club shall be fined and deducted 10 points.
      17.5.5.1                The amount of such fine and costs shall be decided by the LMC.

      17.6    Team Priority

      17.6.1       Where a club has to abort game(s) through unavailability of players or, any other reason, the lower division
                      team match(es) shall be cancelled.  Priority must always be given to the higher division fixture being played.

      17.7    Match Balls

      17.7.1       Only certain types of cricket balls may be used in the Premier League, County One and Division 2 East &
                      West.
      17.7.2       The balls used by the Premier League and County One to be agreed by the majority of clubs in those divisions.
      17.7.2.1                 (i) In 2008, the Oxbridge Buckingham ball is to be used in the Premier League
      17.7.2.2                (ii) In 2008, the Oxbridge Buckingham ball is to be used in County One.
      17.7.3       The balls used in Division 2 East & West to be specified by LMC.
      17.7.3.1                 (i) In 2008, the Oxbridge Blenheim ball is to be used.
      17.7.4       Also refer to sections 18.10, 19.1 or 20.7 as appropriate.

       17.8     Reporting of Results

      17.8.1        Result sheet to be completed and signed by representatives of both clubs at conclusion of match. 
    
 17.8.2        The Secretary (or other club official) of the home club is to notify the relevant Results Secretary of 
                       the result of the game by first post on Wednesdays, or first post on Thursdays for matches played on         
                       Sundays and Bank Holiday Mondays.  Notification of matches cancelled by weather, to the appropriate
                       Results Secretary, can be done via result sheet in the normal manner or by e-mail or over the phone. 
                       The same time frame for informing of all results applies.

     
17.8.2.1                 Clubs shall be fined £5.00 for each late received result form.
      17.8.3        Home clubs shall telephone results to the person (s) appointed by the local press before 8.45pm, or    
                       by e-mail, no later than 9.30pm, on match day.

      17.9       ECB Team sheet Cards

      17.9.1        ECB Team sheet cards must be completed and signed for every CCL match played.
      17.9.1.1                 This to be undertaken by the Captain or person responsible for the team.
      17.9.2        Completed cards to be passed to CCUA Panel or Club umpires officiating the match, before the ‘toss’
                       takes place.
      17.9.2.1                 If card is not issued, this is to be reported on the result sheet by the Panel umpires.
      17.9.3       Where no appointed umpires officiate, the persons responsible for both teams to check cards are
                      correctly completed and signed before the ‘toss’ takes place.
      17.9.4       At end of the match, the Captain or representative of the Home team to take possession of both cards
                      and forward, with the Results sheet, to the relevant Results Secretary.

 

    CCL Rule 19.   MATCH PLAYING CONDITIONS:  Higher Tier  -  County One

                             Conditions as for Rule20 below, apart from:-        

      19.1   Match Balls

      19.1.1      Each side shall provide one new quarter leather ball,
      19.1.1.1                 both balls to be lodged with the umpires before the commencement of the match.  
      19.1.2      The ball used first in the match shall be deemed to be that supplied by the home side. 
      19.1.3      The side fielding second shall have the option to use the second new ball.  
      19.1.3.1                 If this option is not exercised, the original ball, or that substituted for it during play, must be used
                                   throughout.
      19.1.4      Two good used balls must also be available at all such matches

      19.2   Fielding Restrictions

      19.2.1       Two semi–circles shall be drawn on the field of play.
      19.2.1.1                The semi-circles shall have as their centre the middle stump at either end of the pitch.
      19.2.1.2                The radius of each of the semi-circles shall be 30 yards.
      19.2.1.3                The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the
                                  same side of the pitch.
      19.2.1.4                The field restriction area should be marked by continuous painted white lines of "dots" at approx.         
                                  5 yard intervals, each "dot" to be covered by a white plastic or rubber ( but not metal ) disc
                                  measuring 7 inches in diameter.
      19.2.2       At the instant of delivery, a minimum of four fieldsmen plus the bowler and the wicket-keeper must be inside
                      the fielding restriction

     
19.2.2.1                 In the event of an infringement, the square leg umpire shall call and signal "No-Ball".

     19.3   Leg-side Wide Ball

     19.3.1       If the ball passes on the leg side of the
                     wicket, without touching any part of the
                     striker’s person or bat and outside of
                     where the batsman would be standing in
                     his normal position, then it shall be called
                     and signalled a ‘wide’ ball  -  See diagram.
       
        To apply in Premier & County One matches ONLY

     19.4   Ground and Equipment

     19.4.1      During interval between innings, the pitch
                    must be brushed and creases re-marked. 
     19.4.1.1               The batting captain may request
                                pitch to be rolled with either light
                                or heavy roller, if choice available,
                                for a period not in excess of 7
                                minutes.
     19.4.2      It shall be responsibility of the batting side
                    to provide any adjustment to the sight-
                    screens, as required.
     19.4.2.1               Play shall not be delayed to allow
                                such adjustments.
 

 

 

      19.5   Re-arrangement of Matches

      19.5.1   There shall be re-arrangement of all matches in County One not played due to weather or ground conditions.
      19.5.2   Games postponed up to 17 July, must be re-arranged and played within 29 days.
      19.5.3   Games postponed after 17 July, must be re-arranged and played on or before completion date for the season.
      19.5.4   The home club Secretary (or other official of club) must offer the Secretary of the visiting club, within 96 hours
                  of postponed match, three dates that meet Rule 19.5.2 or 19.5.3 above, for the match to be re-arranged and   
                  played.
      19.5.4.1                  One of the offered dates must be accepted by the visiting club.
      19.5.4.2                   In event of either club defaulting, the points shall be awarded to the other.
      19.5.5   The relevant Results Secretary is to be notified of the revised date, within 7 days.
      19.5.6   Dates of re-scheduled matches to be notified to the CCUA Secretary and appointed Umpires.

 

   CCL Rule 20.   MATCH PLAYING CONDITIONS: Intermediate Tier - Divisions 2-4
                                                                                     and Standard Tier - Divisions 5 & below
   

        20.1    Hours and Conditions of Play

      20.1.1       All matches played up to and including 14 August to start at 2.00pm and thereafter, at 1.30pm.
      20.1.2       Starting times may be re-scheduled to an earlier time by mutual agreement between both Captains and any
                      independent umpires.
     
20.1.3       A team that is unable to take the field at the scheduled start shall forfeit the toss.
      20.1.4       In event of delayed start, no match to commence later than 5.00pm.
 
     
20.1.5       If start is delayed or match interrupted for whatever reason, the umpires shall determine number of overs to
                      be played.
      20.1.5.1                 The overs per team shall be reduced by 1 over for every full six minutes of any delay or interruption of
                                   the innings of the side batting first, provided that the overs per team shall not be reduced below  20.
      20.1.5.2                 No reduction will be made in event of a delay or interruption to the innings of the team batting second,
                                   though the match will be played to a finish if, at all, possible.
      20.1.6       The award of Penalty Runs as summarised in MCC Laws of Cricket – Law 42.17, shall only be enforced in
                      matches where CCUA appointed umpires are standing.

       20.2    Duration of Innings

     20.2.1
       Each side shall bat for no more than 48 overs. 
     20.2.2       An innings may not be declared after the 44th over has been completed if the side batting has already lost
                     8 wickets.
     
20.2.2.1                 The team batting second may not declare their innings closed until the opposition score has been
                                  passed.

     20.3     Cancellation of Fixtures

     20.3.1       No fixture shall, on account of weather or ground conditions, be cancelled before 11.00 a.m. on the
                     match
day and then only with agreement of the other club.      
     20.3.2       The visiting side shall have right to travel and inspect the ground, but must advise the home club of their
                     intention.       
     20.3.2.1                 
Where there are appointed umpires, they shall decide if play can commence and they shall not be
                                  advised of  cancellation until the visiting club has accepted it.
     
20.3.2.2                 If the match is then cancelled, the visiting team shall be responsible for payment of:
                                               i) compensation for teas and ii) both umpires, where applicable.   
     
20.3.3       In the event of the home team failing to contact the visiting team before departure time, the home club shall be
                     fined and may have points deduced.

       20.4    Intervals  
   
      20.4.1      Tea Interval to be taken between innings.
      20.4.1.1                 If no play is possible before 4.00p.m., tea will be taken immediately.
      20.4.2      Drinks Intervals - 5 minutes each, maximum.
      20.4.2.1                 A drinks interval may be taken after 24 overs of an innings has been bowled.   
      20.4.2.2                 A drinks interval shall normally be taken on the field of play and may be waived only by agreement of
                                   both captains and the umpires.

      20.5    Bowling Restrictions

      20.5.1      No bowler to bowl more than 25% of the available overs in any innings.  
      20.5.2      The umpires will, in a reduced over match and prior to start of the innings, advise captains and scorers of
                     maximum number of overs available per bowler.

     
20.6    Scoring of Points

      20.6.1      
The maximum number of points any side can be awarded is 20.
     
20.6.2      Bonus points awarded prior to the abandonment of a match shall stand.

        20.6.3      Match Points shall be awarded as follows:-

    10 points for outright win                                  
            7 points for tie or draw with the scores level
           
6 points for abandonment       
                     

      20.6.4       Bonus Points shall be awarded as follows:-

      20.6.4.1        Batting: 1 batting point shall be awarded for every 40 runs scored up to a total of 200  (i.e. maximum
                                       5 points ), 
      20.6.4.2                     1 batting point shall be awarded to a winning side batting second for every 2 wickets standing
                                      
at the end of the match, providing total batting points awarded do not exceed a maximum of 5.

      20.6.4.3       Bowling: 1 bowling point shall be awarded for every 2 wickets taken. 
      20.6.4.4                      If a side cannot bat a full eleven, the bowling side shall be awarded the maximum of 5 points
                                        when all available wickets are taken

       20.7     Match Balls

      20.7.1        A new, quartered leather ball, to be provided by the home club and lodged with the umpires before the
                       commencement of the match.
     
20.7.2        Two good used balls must also be available at all such matches.
