    CCL Rule 17.   MATCH PLAYING CONDITIONS  -  General

                                           
     To be read in conjunction with Rule 18 - Higher Tier - Premier League (below)

    17.1     Rulings

    17.1.1       All matches shall be played under the MCC Laws of Cricket except where CCL Rules state otherwise.
    17.1.2       All Directives from the ECB shall be binding in all League Competitions (see Section F – Appendix:36)
   
17.1.3       Any clarification to interpretation of the Laws of Cricket shall firstly be referred to the Cornwall Cricket Board   
                    and thereafter, the MCC, for settlement. 
    17.1.3.1                    In all other matters, the decision of the umpires shall be final.

      17.2     Schedule

     17.2.1       All league matches must be played on Saturdays and three Bank Holiday Mondays unless clubs concerned
                     mutually agree on another day of the week.
     17.2.1.1            No such arrangements may extend beyond last weekend of scheduled league fixtures.

      17.3     Fixtures

     17.3.1       The clubs in respective divisions shall play each other home and away, in accordance with fixtures as compiled
                     by the LMC. 
     17.3.2       Clubs may have no more than 4 teams participating in the CCL in any season.
     17.3.3       Clubs with more than 2 teams in the CCL must have 2 grounds available on Saturdays and Bank Holidays
                     throughout the season.
     17.3.4       In divisions containing 8 or fewer teams, they shall play each other three times during the season. 
     17.3.5       If a club fails to fulfil a fixture for reasons other than weather or condition of the ground, the Disciplinary
                     Committee shall award 20 points to their opponents.  
     17.3.5.1                 Undisputed claims to be sent to the Results Secretary of the respective section.  Rule 27(i) applies.
     17.3.5.2                 If no dispute, both clubs to advice the Results Secretary.
     17.3.6       Where a team fails, on three occasions in a season, to fulfil a fixture for reasons other than weather or ground 
                     conditions, the team shall also be relegated at the end of the season or, if in the lowest division, be required to
                     seek re-election to that division in accordance with rule 11.2.
     
17.3.7       A visiting club, cancelling a match on the day of the fixture, shall pay to the home club, within seven days,
                     compensation for teas.  See ruling 9.3

       17.4    Players and Selection

     17.4.1       Players of contesting teams who do not arrive on the ground until one hour or later after the scheduled time     
                     for commencement of play, shall not be allowed to take part in the game, except under exceptional
                     circumstances when permission is granted by the opposing captain.
      17.4.2      A player arriving after commencement of play must report to one of the Official Umpires.
      17.4.3      A club, having three or more players selected and available to play for the County on a day on which a League
                     fixture has been arranged, may re-arrange that fixture in accordance with Rule 17.6.1.
      17.4.4      For scheduled matches when two or more teams are representing a club, the club is in order to select players
                     as they see fit, providing such selection does not contravene Rule 17.4.5 and sub-sections thereof.
      17.4.5      Clubs are reminded of undertaking not to play regular member(s) of higher division team(s) in a lower division
                     team.  Such player is defined as one who has played 75% or more of the games at a higher level during 
                     the current season
.
     
17.4.5.1                Clubs are on their honour not to abuse the system in an attempt to prejudice a result which could         
                                  determine promotion or relegation.
      17.4.5.2                A player mutually agreed by both Captains before start of play, irrespective of previous status shall  
                                  be exempt.
      17.4.6       In event of serious breach of above undertaking, the Disciplinary Committee may, at its discretion, award or      
                      deduct points; impose a fine or, all three.

       17.5     Weather and Ground Conditions

      17.5.1       There shall be no re-arrangement of matches due to weather or ground conditions.
      17.5.2       Refer to 18.4 (for Premier League) or 20.3 (for other Divisions) regard cancellation of matches on
account
                      of  weather or ground conditions.
     
17.5.3       In matches where official umpires are not appointed, the captains to decide if play is to start, re-start, be          
                      suspended or match abandoned.
    
 17.5.3.1                 Weather, light and/or fitness of ground shall be only criteria in making such decision.
      17.5.4        In event of suspension of play due to rain, covers, if available, should be placed on the wicket until rain ceases.
      17.5.4.1                Should home club fail to do in within reasonable period of time, the umpires shall report the matter to
                                  LMC for action, as considered necessary.
      17.5.5        In matches abandoned by appointed umpires due to dangerous state of pitch and/or reasons other than
                       weather, the home club shall be fined and deducted 10 points.
      17.5.5.1                The amount of such fine and costs shall be decided by the LMC.

      17.6    Team Priority

      17.6.1       Where a club has to abort game(s) through unavailability of players or, any other reason, the lower division 
                      team match(es) shall be cancelled.  Priority must always be given to the higher division fixture being played.

      17.7    Match Balls

     17.7.1        Only certain types of cricket balls may be used in the Premier League, County One and Division 2 East &
                      West.
     17.7.2        The balls used by the Premier League and County One to be agreed by the majority of clubs in those divisions.
     17.7.2.1                  (i) In 2008, the Oxbridge Buckingham ball is to be used in the Premier League       
     17.7.2.2                 (ii) In 2008, the Oxbridge Buckingham ball is to be used in County One.
     17.7.3        The balls used in Division 2 East & West to be specified by LMC.
     17.7.3.1                 (i) In 2008, the Oxbridge Blenheim ball is to be used.
     17.7.4        Also refer to sections 18.10, 19.1 or 20.7 as appropriate.

      17.8       Reporting of Results

     17.8.1        Result sheet to be completed and signed by representatives of both clubs at conclusion of match.
     17.8.2        The Secretary (or other club official) of the home club is to notify the relevant Results Secretary of the
                      result of the game by first post on Wednesdays, or first post on Thursdays for matches played on        
                      Sundays and Bank Holiday Mondays.  Notification of matches cancelled by weather, to the appropriate
                      Results Secretary, can be done via result sheet in the normal manner or by e-mail or over the phone. 
                      The same time frame for informing of all results applies.

    
17.8.2.1                  Clubs shall be fined £5.00 for each late received result form.
     17.8.3        Home clubs shall telephone results to the person (s) appointed by the local press before 8.45pm, or
                      by e-mail, no later than 9.30pm, on match day.

     17.9       ECB Team sheet Cards

     17.9.1        ECB Team sheet cards must be completed and signed for every CCL match played.
     17.9.1.1                  This to be undertaken by the Captain or person responsible for the team.
     17.9.2        Completed cards to be passed to CCUA Panel or Club umpires officiating the match, before the ‘toss’
                      takes place.
     17.9.2.1                  If card is not issued, this is to be reported on the result sheet by the Panel umpires.
     17.9.3        Where no appointed umpires officiate, the persons responsible for both teams to check cards are
                      correctly completed and signed before the ‘toss’ takes place.
     17.9.4        At end of the match, the Captain or representative of the Home team to take possession of both cards
                      and forward, with the Results sheet, to the relevant Results Secretary.

 

    CCL Rule 18.   MATCH PLAYING CONDITIONS  -  Premier League

       18.1         The Premier League to comprise of 8 teams to play each other on three occasions. 
    
18.1.1                 Teams to play each other twice (home & away) in 110 over 'Time' matches with ‘draw’option and
                               played Saturdays/B.H. Mondays only.
     18.1.2                 Teams shall play each other once on a third occasion in 100 over (50 overs a side) win or lose 'Overs'
                               match, Home or Away as determined by LMC.
     18.1.3                 League placement shall be determined by adoption of calculated average points system, with total
                               points gained to be divided by matches played.  
 

      A:   110 OVERS 'WITH DRAW OPTION' MATCHES

     18.2
    Hours and Conditions of Play

     18.2.1       All matches to start at 1.00 p.m.
     18.2.2       
Each match will consist of 110 overs maximum. 
     18.2.3       An average of 17 overs per hour must be bowled.

     18.3    Duration of Innings

     18.3.1      The side batting first may bat for no more than 55 overs. 
    
18.3.2      The side batting second may use the balance of the overs available after the completion of the first innings. 

     18.4    Cancellation of Fixtures

     18.4.1      No fixture shall, on account of weather or ground conditions, be cancelled before 9.30 a.m. on day of the
                    match.    
     18.4.2      Cancellation shall be by agreement between the clubs concerned. 
     18.4.3      The away side shall have the right to travel and inspect the ground.  
     18.4.3.1                 If this right is exercised, home team must attend pending an on-site decision by the match officials
     18.4.3.2                 the away side shall be responsible for umpires and teas costs should the match subsequently be
                                  cancelled without a ball being bowled.
     18.4.3.3                 The umpires shall be the judges of the fitness of the ground, weather and light.

      18.5    Intervals
    
     18.5.1      Tea Interval - 30 minutes maximum, taken between innings.
     18.5.1.1                 If the first Innings closes at or before 3.45pm, there shall be an interval of 10 minutes after which the
                                  side batting second shall begin their innings. 
     18.5.1.2                 Tea shall then be taken at 4.35pm.  
     18.5.1.3                 If, however, (i) the first Innings closes or (ii) there is a stoppage for weather or light between 3.45pm 
                                  and 4.15pm, tea shall be taken immediately. 
     18.5.1.4                 In the event of (i) above, there shall be no separate or additional Interval between Innings.
     18.5.2      Drinks Intervals - 5 minutes each, maximum.
     18.5.2.1                 One drinks interval may be taken after 25 overs of the first innings have been bowled.  
     18.5.2.2                 A further drinks interval may be taken during the second innings after 50% of the available overs have  
                                  been bowled. 
     18.5.2.3                 All drinks intervals shall normally be taken on the field of play and may be waived only by agreement  
                                  of  both captains and the umpires.

      18.6    Over Rates

     18.6.1      In all Innings of 40 or more overs duration, an Average Over Rate of 17 overs of actual playing time must be
                    achieved.             
     18.6.2      Part overs shall be deemed to have been completed.
     18.6.3      In circumstances which cause loss of playing time and which are beyond the control of the bowling side such 
                    as injury, adverse weather or light,  time wasting by the batting side etc., the umpires shall make due allowance
                    of time and note same on the report sheet.
    
18.6.4      Any bowling side falling to achieve the required over rate shall lose 1 point for every one over or part thereof     
                    per hour by which they fall short of the requirement.
     18.6.4.1                  Any such penalty shall be applied by the Results Secretary, if necessary, after consultation with the
                                   umpires.

      18.7    Bowling Restrictions

     18.7.1      No bowler to bowl more than 30% of the available overs in any innings.  
     18.7.1.1                 The umpires will, prior to the start of the innings, advise the captains and scorers of the maximum
                                  number of overs available per bowler.
     18.7.2      If the start of the match is delayed or the match is interrupted during the first innings for any reason, the
                    umpires shall determine the number of overs to be deducted.
     18.7.2.1                 The overs available to each side shall be reduced by one over for every seven minutes of any delay or
                                  interruption to the first innings, provided that the overs available to each side does not fall below 20.
     18.7.3      No game shall commence after 5.00pm, nor any second innings after 6.30pm.
     18.7.4      A side, not ready to start at the scheduled time, shall lose one over of its innings for every three and a half       
                    minutes they are late.  
     18.7.4.1                 In addition, at the start of the match, they shall forfeit the toss.

       18.8    Fielding Restrictions

      18.8.1       Two semi–circles shall be drawn on the field of play.
      18.8.1.2                 The semi-circles shall have as their centre the middle stump at either end of the pitch.
      18.8.1.3                 The radius of each of the semi-circles shall be 30 yards.
      18.8.1.4                 The ends of each semi-circle shall be joined to the other by a straight line drawn on the field on the
                                   same side of the pitch.
      18.8.1.5                 The field restriction area should be marked by continuous painted white lines of "dots" at approx. 5 
                                   yard intervals, each "dot" to be covered by a white plastic or rubber ( but not metal ) disc measuring    
                                   7 inches in diameter.
      18.8.2       At the instant of delivery, a minimum of four fieldsmen plus the bowler and the wicket-keeper must be inside 
                      the  fielding restriction

     
18.8.2.1                 In the event of an infringement, the square leg umpire shall call and signal "No-Ball".

        18.9    Scoring of Points
      18.9.1       The maximum number of points any side can be awarded is 20.
     
18.9.2       Bonus points awarded prior to the abandonment of a match shall stand.

      18.9.3       Match Points shall be awarded as follows:-

    10 points for outright win                                  6 points for draw with the higher score
            6 points for abandonment                               5 points for tie or draw with the scores level
            2 points for draw, with the lower score, if side has totalled more than 75% of their opponents total
          No points shall be awarded for an outright defeat or cancellation of a match

     18.9.4        Bonus Points shall be awarded as follows:-

     18.9.4.1          Batting: 1 batting point shall be awarded for the first 100 runs and 1 further point for each additional 25 runs, 
                                           up to a total of 200  (i.e. maximum 5 points ),

     18.9.4.2                       1 batting point shall be awarded to a winning side batting second for every 2 wickets standing at
                                           the end of the match, providing total of batting points awarded does not exceed maximum of 5.

     18.9.4.3        Bowling: 1 bowling point shall be awarded for every 2 wickets taken. 
     18.9.4.4                          If a side cannot bat a full eleven, the bowling side shall be awarded the maximum of 5 points
                                           when all available wickets are taken

       18.10      Match Balls

     18.10.1       Each side shall provide one new quartered leather ball,
     18.10.1.1                 both balls to be lodged with the umpires before the commencement of the match.  
     18.10.2       The ball used first in the match shall be deemed to be that supplied by the home side. 
     18.10.3       The side fielding second shall have the option to use the second new ball.  
     18.10.3.1                 If this option is not exercised, the original ball, or that substituted for it during play, must be used
                                  throughout.
     18.10.4       Two good used balls must also be available at all such matches.  

     18.11  General

     18.11.1    Premier Division clubs will ensure that their facilities and youth policies do not fall below mandatory requirements
                    of the ECB Assessment Panel and aim to achieve the optional standards at the earliest opportunity. 
     18.11.1.1                Serious failure to meet these standards will result in expulsion from/or failure to achieve promotion to:-   
                                   The Premier League.
     18.11.2    ECB Grant money may be withheld from any club that has been notified of a deficiency and which they have
                    failed to rectify within the timescale imposed.
     
18.11.3    Decisions on Playing Conditions for the Premier League and the distribution of ECB Grant money shall be
                    taken by the clubs in the Premier Division.

      18.12  Scorers

     18.12.1    The provision of a competent non-playing scorer is mandatory in all Premier League fixtures.
     
18.12.2    Failure of a club to provide a competent non-playing scorer, as required by the rule above, will result in a
                    penalty of 2 points for each such failure.

     18.13  Leg-side Wide Ball

     18.13.1    If the ball passes on the leg side of the
                    wicket, without touching any part of the
                    striker’s person or bat and outside of
                    where the batsman would be standing in
                    his normal position, then it shall be called
                    and signalled a ‘wide’ ball  -  See diagram.
       
     To apply in Premier & County One matches ONLY

     18.14  Ground and Equipment

     18.14.1    During interval between innings, the pitch
                    must be brushed and creases re-marked. 
     18.14.1.1               The batting captain may request
                                 pitch to be rolled with either light
                                 or heavy roller, if choice available,
                                 for a period not in excess of 7 
                                 minutes.
     18.14.2    It shall be responsibility of the batting side
                    to provide any adjustment to the sight-
                    screens, as required.
     18.14.2.1               Play shall not be delayed to allow
                                  such adjustments.
 

 

     B:  50 OVER A SIDE ‘WIN-LOSE’ MATCHES

Read as for 110 overs matches above, except for following changes:-      

18.15   Hours and Conditions of Play

18.15.1    All matches to start at 1.30pm.  
18.15.2    Each match will consist of 100 overs maximum. 

18.16   Duration of Innings

18.16.1    Each side shall bat for no more than 50 overs. 
18.16.2    Should the side batting first be dismissed in less than 50 overs the side batting second shall be entitled to
               bat for 50 overs  maximum.

      18.17   Intervals 
   
      18.17.1     Tea Interval - 30 minutes max. To be taken between innings unless otherwise agreed by Captains.      
                      (18.5.1.1 – 18.5.1.4 above not to apply)
      18.17.2     Drinks Intervals - 5 minutes max. to be taken after 25 overs of each innings unless otherwise agreed                       by Captains.

      18.18   Bowling Restrictions

      18.18.1     No bowler may bowl more than 20% of the available overs in any innings.

      18.19   Scoring of Points

      18.19.1     Match Points shall be awarded as follows:-

         10 points for outright win                5 points for tie or draw with the scores level
           0 points for cancellation or abandonment

      18.19.2     Bonus Points shall be awarded as 18.9.4 above.
